Position: Business Manager

 
Primary Purpose: The business manager serves as the Chief Financial Officer of the District under the direction of the Superintendent. The business manager is responsible for the District’s business and financial functions, purchasing and procurement programs, and assists with maintenance and facility planning and management, personnel functions, food service, and transportation as may be assigned.
 
Qualifications:

  • A bachelor’s or master’s degree in accounting, finance or business administration is preferred or willing to obtain such degree.
  • Must possess or obtain School Business Official License
  • Must possess or obtain Chief Procurement Officer certification
  • Experience in public school business administration and finance or comparable experience in financial management and oversight of finance/business services

Knowledge and Skills:  

  • Principles and techniques of organization, supervision, budgeting, personnel administration, and management
  • Statutory provisions and intent of the New Mexico Administrative Code, applicable New Mexico Statutes, New Mexico state auditor rules as set forth in Title 2 of the NMAC, and other policies, rules, and regulations pertaining to a school district
  • Principles of public and fund accounting and budgeting, knowledge of EDGAR, knowledge of multi-fund governmental accounting, GASB 34 requirements, GAAP, internal control policies, and audit activities
  • Must be able to analyze/summarize the impact of legislative issues as they relate to school finance
  • Review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions
  • Business service functions and procedures, including transportation, maintenance and operations, food services, purchasing, budgeting, accounting, accounts payable, accounts receivable, and payroll
  • Governmental accounting and financial systems, as well as budgetary and management information systems, including legal and regulatory provisions related to these subject areas
  • Essential Duties and Responsibilities:  
  • Ensure that the accounting procedures within the school system meet all federal, state, and local requirements
  • Develop all district financial reporting, including but not limited to monthly board financial reports, monthly distribution of financial reports to administrators and department managers, and annual financial reports required by the State of New Mexico
  • Oversee the collection of all revenues, monitor the cash flow of all District funds, and invest excess funds in accordance with Board policy and state statutes
  • Assumes responsibility for the Debt Service fund, including the timely payment of all debt service payments and the maintenance of the debt service schedules
  • In collaboration with the Superintendent, develop, implement, and oversee the annual school district budget
  • Oversee a payroll system meeting all federal, state, and local requirements
  • Maintain a purchasing system that makes optimum use of District resources and updates the purchase order system with current encumbrances
  • Maintain a risk management program of the District, including recommending and securing proper levels of insurance coverage, maintenance of policies, inventory, and appraisal documents
  • In collaboration with the Director of Food Services, oversee the school food services program, including purchasing, filing appropriate federal and state reports, personnel supervision, and collection of revenue
  • In collaboration with the Director of Operations, oversee the transportation program, including, but not limited to, negotiating transportation contracts, filing appropriate state reports, implementing feeder routes, and assuring adequate contractor risk insurance
  • Assist the Superintendent in overseeing building construction programs and in the district’s plant development program, including contractual arrangements, bidding, financial planning, and arrangements for bond elections and sales
  • Assists the Superintendent in developing the district’s long-range financial program and budgeting control
  • Assist the Board as required and provide financial information and guidance to the Superintendent and Board of Education; attend Board of Education meetings
  • Assist in verifying school enrollment data as required by state and federal regulations and board policy
  • Assure that all financial enrollment, food service, and state/federal grant audits are conducted as required by state and federal regulations
  • Implement new accounting procedures promulgated by state and federal agencies
  • Supervise the preparation of bids and bid specifications, and receive and open bids; tabulate results and prepare written recommendations as appropriate
  • Develop training options and/or improvement plans to ensure exemplary business operations
  • Perform other duties assigned by the Superintendent.
